In addition to targeting individual URLs indexing specific content, Russia has become engaged in so called “eternal blockades”, the blocking of allegedly infringing sites at the ISP level on a permanent basis. Last week telecoms watchdog Roskomnadzor announced the blocking of 13 sites (listed below), including the popular RuTor.org tracker. But yesterday came the big one, with police confirming website giant RuTracker’s blockade.
During the last few months things have been slowly coming to a head, although the enormous site has experienced problems with rightsholders for many years. To pacify rightsholders, the site mulled the deletion of a few hundred thousand torrents with a ban looming on the horizon, October. But after polling its members take the blockade and the site decided to leave the torrents in position. Following separate actions from book publishers and music labels such as a subsidiary of Warner, yesterday, a Moscow City Court order came into force and was completed. But rather than the effect rightsholders had hoped for, the activity signals the beginning of a new era for the website.
RuTracker has long standing arrangements in place with copyright holders to maintain content off the site while undoubtedly a huge indicator of content. This kept some of the pressure that was legal happy while easing from the tracker. However, RuTracker says that since they are being completely blocked, the gloves are coming off. “For many years our tracker has worked with rightsholders, in this regard many of the agents were present on the site. They were free to cover all distribution. In this regard, many releases were either banned or not suggested for supply,” a staff member explained yesterday. “But now we put an end to such agreements, as users of the Russian Federation are now blocked from accessing our tracker. Rutor is another website which is down at this moment.
Therefore rights holders didn’t want to continue their alliance, allowing us to do more and not adhere to it.” Because of this accounts given to rightsholders to allow content to be swiftly removed by them have been downgraded to standard user status and members are being educated to share whatever they like. In the past this would’ve meant that Russians would have greater access but site has opened up its previously members-only site to the general public. While English speakers still need Google translate to browse the site it is also testing an English language version. Making matters worse is that RuTracker has removed the so-called ‘private flag’ . This means that the site’s hundreds of thousands of active torrents should now be available via BitTorrent’s Distributed Hash Table (DHT), which opens up the content to a worldwide audience. Of course, this all is of limited use if the website can’t be accessed by people. As expected, however, people are working to circumvent the blockades. While proxies and VPNs do the trick, a website called Dostup-rutracker. Org provides free plugins. So far things are looking promising for the site. According to the owner of the site domain, who says that he’s now only a user on RuTracker, as of yesterday over half of the users of the site had already circumvented the cubes. Only time will tell whether RuTracker will grow into an international giant, but it is reasonable to say that so far the ISP blockade has had success, quite the opposite in reality.
